So if you want a Samsung S21... Can you pick up this deal for 560+ tax, trade in one of them to Tmobile with the deal for the S21 (800 dollar value), and then simply sell the other iphone for the 560 + tax and make out like a bandit?

This is what I assumed as well since I've done it in the past but the rep I had was probably clueless. I've been with T-Mobile since VoiceStream.

Personally I would rather not deal with bill credits after these are done.

I don't like bill credits either, but it's a necessary evil in the mobile wireless industry to ensure customer retention and stop the abuse from resellers

Mobile phone service and contracts are woefully scummy and essentially unregulated for the most part, leaving people in the lurch all too often. And this experience with T-Mobile is one of the most blatant frauds I've ever had to endure.

That said, I eventually dumped that plan and went to a 55+ plan, which isn't the cheapest but so far they have been honest with the promises about it. Sometimes I'm smart enough to pay more for simplicity to avoid hours and hours of BS fraud from companies like T-Mobile.

I am currently a T-Mobile customer with 3 lines (2 paid and 1 free). Can I just buy the phones and not add lines? Like upgrading/downgrading my current devices and still get the rebate?

Uh, no. The rebate requires AAL.
