To their credit qnap fixed the issue last fall, but users didn't patch.

Im looking for a Plex NAS for under $200. Is that one an acceptable choice? Any suggestions? I only need 4 or 5 TB.

Looks like an 800MHZ ARM CPU so like Synology DS115j, I'd say no not good to run plex on, but to store the files and run else where sure.
I take it that synology really doesn't like companies to discount their products

1) I would assume that you meant a NAS capable of running the Plex Server app with transcoding enabled, correct?
1.1) If you are in the market for such a device under $200, I am sorry to tell you that such devices are, either very unsatisfying (sluggish, always loading, always CPU throttling) or simply non existent in some brands, like, for example, any Synology NAS capable of transcoding costs way more than $200.
1.2) Transcoding means you can stream your content at a different bitrate or resolution from what the original content is. For example, within my local network, my Plex Server never does any transcoding because all my devices connect to a fast router that handles 300Mbps WiFi per device just fine. This is enough bandwidth to stream the original file unmodified, just fine. However, when I'm outside home, my internet upload speed caps at 20Mbps, that is not enough to stream all of the 1080p without transcoding it to be smaller. For example, none of my 4K content can be streamed with 20Mbps, so it is downscaled and transcoded to 1080p.
2) If you meant a NAS under $200 where you can store all your files, run a Plex Server with transcoding disabled (this is not something you decide, the software detects your hardware and decides whether the feature will be enabled or not), and stream it through your local network with enough bandwidth (assuming a high end router here), then go for a QNAP TS-230 with 2 drive trays, that would be a good fit for your situation.
2.1) Streaming unmodified (original quality/file) content also requires the client to be able to decode the content on its own. I'll give you an example, a lot of my content is H.265, and there was this particular device (old tablet) in the house that looked pixelated and funny, a little bit of buffering sometimes, but it didn't bother the user. It wasn't until I realized that the device couldn't play H.265 natively and the Plex Server was transcoding it so that it could serve the client. With transcoding disabled, the content would simply not play on the client side regardless of the bandwidth.
