Do they go by the statement date the points posted in?

I've had the card for about 2 weeks now and no fee yet.
Maybe a better one coming?
I got CSR in late 2016 and bonus points were posted in March 2017 statement. I canceled the card in January 2021.
I had this offer on my online account a few weeks back, but it's no longer there. Someone posted here saying that a banker thinks this is a glitch (for in-store only?) and it'll be fixed late April. I went to a branch today and the banker said I cannot apply for this offer but cannot offer a firm explanation. She mentioned that I had to wait 48 months after any Sapphire products are closed - and I know she just makes things up.
Anyone else is having a similar issue? I suppose I can try apply this online instead. What a waste of time driving to a branch 25 miles away. The closest one to my place is temporarily closed without warning due to COVID cases (inside the store?), but no one bothered to call me to reschedule my appointment. This is frustrating.

Would like to know as well. Thought I could just walk into a branch Friday and get it, but apparently they do appointments only. Couldn't get one until my off day on Thursday.
