VIPOutlet has a great deal on a basic computer and monitor bundle.

The power supply is a 180w gold power supply (most likely proprietary). So don't expect to be able to drop in a different power supply or add a graphics card.
The motherboard does have an m.2 nvme slot. So dropping in an nvme ssd and another 8gb RAM would make this a very fairly capable office and internet machine.

I'd be interested to hear how you would spec differently to build a better computer for $400.

There aren't any reasonable gpu upgrade paths without upgrading the PSU.
If graphics performance is important, the HP tg01-0023w [vipoutlet.com] is a much better choice. It's $413 with the same coupon. Come with Ryzen 3500, 8gb RAM, 256gb ssd, and GTX 1650 4gb. It has a 400 watt power supply so your GPU upgrade paths are wide open.
It does cost a lot more since it's $413 without including a monitor.
