VIPOutlet has a great deal on a basic computer and monitor bundle.

HP M01-F1033wb
i3-10100
8gb RAM (1x8gb)
1TB HDD
integrated intel graphics
802.11ac wifi and bluetooth
23.8" FHD monitor

use coupon code '10vipfirst' to lower the price to $314.10. There are also grade A machines for about $10 more.

The power supply is a 180w gold power supply (most likely proprietary). So don't expect to be able to drop in a different power supply or add a graphics card.

The motherboard does have an m.2 nvme slot. So dropping in an nvme ssd and another 8gb RAM would make this a very fairly capable office and internet machine.

That seems really difficult without resorting to buying used parts

CPU - $120
Case - $25
PSU - $25
Mobo - $60
Memory - $35
Storage - $40
Wifi - $20
Dvd drive - $20
KB and Mouse - $14
Monitor - $90

That adds up to $449 and that assumes you can acquire Windows for free.

I'd be interested to hear how you would spec differently to build a better computer for $400.
You can also get grade a machines for $9 more. I've gotten grade a desktops from vipoutlet and they look brand new with zero blemish.
The power supply is proprietary. It's theoretically possible, but not practical. I read that the HP L64961-800 310watt unit fits, but it's $125 [impactcomputers.com] . The motherboard does have a pci express 16x slot.

Motherboard Specs [hp.com]

There aren't any reasonable gpu upgrade paths without upgrading the PSU.

If graphics performance is important, the HP tg01-0023w [vipoutlet.com] is a much better choice. It's $413 with the same coupon. Come with Ryzen 3500, 8gb RAM, 256gb ssd, and GTX 1650 4gb. It has a 400 watt power supply so your GPU upgrade paths are wide open.

It does cost a lot more since it's $413 without including a monitor.

I honestly did not know they had their own website and thought they were just an Amazon reseller. 😳

Nice price for specs. Wish it was an AIO . I find that for my 80+ and 70+ parents, AIO is the best and monitor size about 22-24in are ideal. I haven't seen AIO deals in a while since COVID lockdown started Frown

I've had A be more like B and B be more like A from them on several items, very random. Generally, the PCs are in great shape if they are recent models. Walmart returns from clueless people.

It's a slim drive. HP part search [hp.com] shows the dvd drive to be this one: https://www.newegg.com/p/0Y7-003C-000X4

ALL-In-One. They have the "tower" built into the monitor and often come with a wireless keyboard and mouse, some with a touchscreen.
