I've done it twice now. Both times they delayed my shipment every month. My first order took 5 months of delays before they finally cancelled and gave me a crappy 10% coupon that expires in June. Everyone on reddit knows not to bother posting these dell builds because dell doesn't ship. They simply take your payment information, add you to their mailer list, sell your information to other companies, cancel your order and enjoy the profits of their farmed mailer list of people who want the latest technology.
Dell is trash tier right now, hell I'd even trust Newegg over Dell when it comes to 3080 products, and that's embarrassing to say.

Depending on how much you spend on your GPU (initial investment) and the current payout rate (coin value) will determine how profitable it is to mine. Or said differently how quickly your ROI is. Also realize that different crypto coins have different market values and thus also determines if its worth mining or not.
Many miners treat an ROI window of 3-4 months to payback your investment as a good deal in the current environment (again, subjective to coin market value). Some might extend that timeframe longer. After your recoup your investment in that period, then the rest you mine is all profit (minus the cost of electricity.) Of course there's some level of risk that you need to accept if mining is the only reason you are buying a graphics card/system given market price fluctuations of coins and payout amounts. As an individual, Bitcoin is no longer profitable time mine. But Ethereum is still profitable to mine. The general thinking is that if Ethereum becomes not profitable to mine as an individual, then there's another/next coin to mine that will be... hence the growing interest in mining.
Another answer to your question is that some miners are mining and choosing to keep their payout fees in coins, with the hope that particular coin they are holding will increase in value. (eg. Bitcoin is an example... 1 coin use to be valued in $100s/$1000s... and now it has appreciated to close to $60k). But like you said, there's always the chance the value of a coin goes down and not up and ruins this strategy.
And as you noted, there are also plenty of people buying a GPU for gaming (or other non mining reasons) and want to mine on the side as a way to recoup some of the costs of buying a GPU/computer. You're not going to get rich mining on one card, but $50-200 a month payout isn't bad either.

i've done a few post-delivery chats complaining about quality to get 10% refund to keep the computer etc but have never done it before purchase. does anyone know if they'll also still give refund to keep the system in this case?

Our sense of perception is a little out of whack with the speculation that is going on. An RTX 3080 at $699 is out of reach for most PC gamers, who spend ~$1000 or less on their entire rig or laptop. Most GPU volume sales in typical times would be in the $200-$300 MSRP range. Same with console sales; ~$300. During the PS4/XBOX One sales cycle, less than 20% of console sales were for the higher priced PS4 Pro or XBOX One X; most gamers buy the cheaper model.

Agreed on the fans; it's a simple plug and play upgrade with Corsair ML120 or Noctua A12 fans that will really quiet down the system. This GPU already has thermal pads on the memory; as a previous poster mentioned, you can re-paste the GPU die and add paste to contact area between the vapor-chamber block and the metal plates that cover the PCB, the latter helping with memory temps.
For the 3090 in particular, Dell/Asetek's cooler design is the only one that will fit in a micro-ATX chassis. In that regard it's quite unique. I also like that it takes two standard 8-pin power connectors.
The shell is plastic and the frame is steel, but that's typical of a mass market unit. You either like the design or you don't, but it's easily recognizable.
Mass market, and it's a micro-ATX chassis. It has exterior lighting, but you're correct that people who want clear panels and RGB interiors should look elsewhere.
It really speaks to how custom gaming PCs are akin to custom cars or any other "custom" craze. People love dressing them up. 10 years ago nobody cared what the PCB looked like. Now people pay 30% extra for an AIB card with a white-plastic fan shroud vs. a black one.
I have a little HP SFF with a 400w platinum PSU. It has no trouble running the ryzen 3600 and a 3070 FE. Can game on it for hours with no issues. I can hardly believe it, but it's true. That 400w tiny little thing can run Furmark on the 3070 (218w) and 12 threads of prime95 Small FFTs simultaneously. And it doesn't even start on fire!!
Numbers from the wall back up its "Platinum" claim 100%. Snagging that kind of quality in a prebuilt is great, and this Dell provides you with a serious power supply. And easy upgradability, like you mentioned.

The only metric that matters right now is supply is far lower than demand. This is a combination of miners and and the pandemic sparking a ton of new home rigs. Working professionals who have money can now justify a home workstation with gaming on the side.
