i don't think that can happen. These have a pressure relief valve in the cap. I haven't had issues with mine in 2 years. As it relies mostly on gravity (the 1gal sprayer does more sucking to spray), if it has a bad output, it is likely the pump that went bad.
If the pump is always running, wouldn't it put too much pressure on the hoses and connections when not actively spraying?
I think the pump runs when the wand is depressed on the 4 gallon one. Stops then released. The one and two gallon sprayers run constantly until switched off

These were on clearance a month or so ago, down to $99-111, then all shot back up to $149. Now it appears they're on clearance again and mostly sold out.
Have one and love it. Use regularly for insecticide as well as selective week killer. Only issue has been that battery no longer clips in securely, have had it for years at this point, and would purchase again if it broke.

Had to take off the handle and suck the hose to get it to start flowing. Either some factory gunk or vapor lock as others have mentioned. Afterwards it worked like a charm.
Got one at the Austin, TX HD! They mistakenly shelved both the new and old model on the same shelf. A manager had to help me find the old model behind all the new models.

My local HD had both 4 gallon models, the new one at the $149, and the old one at $74. Make sure you look at the SKU to get the right one.
