It's actually a great jacket, and at this price I'd recommend buying for anyone that has a need for a very warm, relatively light, waterproof jacket.I've used it a lot in walking the dogs during the winter, especially when it's just above freezing and it's very cold and raining. I've also found it to be very well made and expect it to last for many years.
I've never once had an issue with the zippers. the sleeve velcro is great for use with gloves (ie while skiing/snowboarding). The hood itself is also insulated which is great.

Warm jacket that suits a lot of uses but won't win any beauty contests.
I read somewhere else that the deal with with zipper is that you've got to make sure it "clicks" in place at the bottom before trying to zip it up. That's been true for me and once you have that figured out it works every time.
Many times things on sale will already be 20% off anyway, but sometimes they'll discount something like 5% which then makes it not eligible for the 20%.
Sure, it's tricky, but REI, probably per being a co-op, is a great store to buy from, and people abuse their policies a lot, so I let this type of thing slide knowing it helps their business model to keep them in business.
