Today you are RMAing a PSU you bought 3 years ago that was broken on arrival and only had a 1 year warranty... Than makes zero sense.

I have a 11-year old Antec TruePower 650w PSU, and need to power a modern ITX motherboard and SSD (no graphics).

Even though my Antec is old, would it be better to get one of these cheap 450w EVGAs, for safety/stability?

Personally, I would not consider these PSU much of an upgrade to an old Antec because
a) they are refurbished
b) they are low tier units with cheaper components.

My choice for a replacement would a new higher-tier (80+ gold and above) unit from EVGA / Seasonic / Corsair, preferably one with at least 5 years of warranty.
