The only reason we talk about wattage is because Nvidia is a freaking piece of garbage company for removing proper naming conventions and having everyone guess actual performance. This is a consumer nightmare having to figure out if the 3060/3070 you're getting is actually the good one.
A lot of last year's RTX 2060 were 80W because that was the initial TDP of RTX 2060 and nVidia released the refresh 110W version on early 2020. Are you saying all those RTX 2060 laptops were poor performing? Can you show us some reviews? Lenovo Legion 5, both Intel and AMD Version, are considered some of the best gaming laptops at that price and having a 80W RTX 2060.
Let's not to conclusion based on your assumptions and ignoring the facts.

AMD has admitted that Zen 3 processors, such as the Ryzen 5000 CPU series, are vulnerable to a side-channel exploit that's similar to the Spectre flaw that previously impacted a number of Intel processors.

Cancelled and got my money back, 1+ month for shipping . Gonna wait for the legion 5 pro 5:10 screen nd build quality looks good and more ports nd better md a higher thermal envelope for the GPU . This one shipping keeps getting delayed nd it comes form directly china so everything is going to be delayed and returning with Hp is close to impossible , you have to ship it back they will examine for the defect and if the defect is approved you will get your money back , else your laptop will be shipped back to you or they will charge 15% as restocking for return .

I'm pretty impressed by HP support, my partial warranty was about to expire in a few days. I didn't mention it was an Walmart refurb with 7mo on warranty. Maybe Ryzen is cooler but these things run hot, I have the Intel i7-9750H, NVIDIA GeForce GTX 1660 Ti 6GB. I bought a cheap laptop cooler with the $500 I saved.

That was on top of 10% cash back from HP support just for the asking during return window. I just told them I'd hang onto it if it were a bit cheaper.
