This is an atrocious deal. For the love of god do not pay this much money for a brushed impact driver, even with the battery and rapid charger. The XDT13 is fantastic, powerful as you'll ever need, brushless and is almost always around this price with a 3.0 battery rather than a 2. I believe it is around $160 right now which is the highest I've seen it but it is regularly less.
I got the XDT13, the brushless drill driver, 2x 2.0 batteries and a rapid charger for $199 last year. Just wait for that deal and maximize your value.

Dude, $199 is not even a deal for the xtd13 kit (13 is entry level brushless). I recently got the xt288t kit for $283, we're talking top of the (USA) line xtd16 impact, xph14 hammer drill, 2x5.0ah, quick charger, bag and xps gold impact bit set.
My first set that got me into Makita was an Amazon holiday special, xt447t brushless combo kit for around $220. Included xtd13 impact, xp something 2spd drill, Reciprocating saw, LED spotlight, 2x5.0ah, quick charger and bag.

First, you're going to need to show some proof for that XT288T price. The XT288T kit was released a month ago and has never been below $399 anywhere according to any price checking website you put it into. If you got a deal locally, for the love of god let us know because I'd throw my wallet at the screen so hard it would shatter.
Second, $199 for the XDT 13 impact, XPH12 hammer, 2x 2.0, rapid charger and bits was a good price then and remains a good price now. That kit is more than 90% of users will ever need. The 13 has nearly as much power as the 16, the difference is 200rpm and 200ipm and 200 or so in/lb of torque and the only time you will EVER notice is when driving lags longer than 4" or using it as an impact wrench and if you have XDT16 money, you have an impact wrench. The extra drive modes are worthless on a driver that powerful and far more useful on something like the subcompact impact where you can use it as an electric screwdriver on delicate items.
Now, that new hammer drill in the XT288T kit definitely intrigues me. I live in South Florida so damn near every house is concrete construction. It looks impressive as hell on paper but I would be curious to see some in-depth reviews first since we all know how the marketing wank can be these days (admittedly Makita is the best of the Big 3, which is why I'm a Makita guy to begin with).
