Do the batteries that come with the set typically need replacing? Do they typically run down during normal use such that back up batteries are needed?

I'm not sure what you mean exactly as far as "need replacing". I had 2 18V Li 4ah batteries that came with my Gen 5x set and they have been awesome and dependable. I've had them for years and they still last a long time after each charge. No degradation that I can tell. I just bought this set with the previous slickdeal and got them last week. I expect them to perform similarly. I'm a heavy DIY so my tools see more use than typical personal use but less than a professional. I now have four, 4ah batteries and it should allow me enough power to support all my tools and uses. My original two 4ah batteries always had enough power to keep me going even when using the circular saw heavily and the recip saw heavy. Even when a battery died, it would be charged by the time the other died. At least with my original charger. The mini charger that comes with these batteries does charge slower... If using two tools like a drill and driver at the same time, it would last plenty long before needing to be charged again. That's even with things like drilling large holes in framing to run wire, drilling holes in concrete for tapcons them driving them in...

Seems like anyone with Octane tools should probably be looking at the Max Output version of the batteries from here on out if they prefer to have batteries than can fully accommodate their Octane tools. That's my understanding at least.

I think this is the third time it has come back. I got in on the first round, and have had to restrain myself on the next iterations as well.

These batteries don't have the rubber around the bottom like older ones, and the charger is a smaller profile/size than the two other chargers I have. I can't quite justify more than my current five 4ah and one 1.5ah batteries when it's just for me, so I will be holding off. Two weeks ago I was finishing building and burying cedar garden boxes in the dark and had the panel light, radio, impact, and recip saw all with me and loaded with a battery. Can't imagine needing more unless they came out with yard tools or something. This deal is still good though if you need batteries, as the charger makes it a kit and eligible for LSA.

Does the lifetime warranty for Ridgid batteries cover if they get rained on and no longer work? Or, like phones, do they have indicators that, if subjected to water, void the warranty.

Hey, I had old batteries that died a natural death. The rep on the phone had me try to charge them, I said they won't, he said ok let's send you a new set. He ended with please recycle the old batteries at home depot. In other words they don't want them back. Mine were over 5 years old.
