Both good games. But both are totally different. To me this one is better. Worlds is more about collecting and building than anything. City is more story driven but still wide open to exploration.

This one is better, has a pretty good story line. I found worlds to be all about collecting which got old for me pretty fast.
Best is subjective, most Lego games have similar base mechanics but are different from each other in a lot of other ways, for example some have voice acting, some don't. I do not recommend Worlds or Lego Movie 2, and Incredibles and Lego Movie 1 are very short if "hours-per-dollar" is a metric for you. I don't think you can go wrong with the Lego Marvel games, Batman games or Jurassic. Looks like some of these Lego games are available in bundles which are cheaper than buying the games individually, so keep an eye on that too.
