I guess it's a deal if you already have Black & Decker tools. It's a very small battery pack for charging your phone though, see math by other commenters below. Good for an emergency, not great for everyday use.

I guess it's a deal if you already have Black & Decker tools. It's a very small battery pack for charging your phone though, only 1500 mAh. To put that in perspective, my phone has a 5000 mAh batter built in. So this thing would get me 30% charge from zero. Good for an emergency, not great for everyday use.
This is 1.5ah at 12v, so at phone charging 5v that'd be 3600mAh (assuming minimal conversion losses).

12v/phone voltage X 1.5 amps will be the available amps to charge your phone. Granted, will probably not completely charge your phone unless you can leave plugged in to charger, but like you say, in an emergency, would be happy to have it.
For $8, like you, I still think it is a good deal for someone that has the tool and/or can use for USB charging if needed. I have an extra battery for phone in the truck (not an Apple phone), but would use this and have used and shared USB adapters on DeWalt batteries on job sites.

shipping kind of kills it if you cant pick it up in store
They are shipping it to my local store for free between me and my 2 daughters cell phones burn out in 1/2 a day... this is less than the cost of 1 charger on Amazon. Grated not the "coolest" looking charger. But I always carry one in my back pack . $17 for 2ct can pick up in 7 days 1 mile away. Sweet!
anyone know if this is compatible with all B&D drills? My current battery is 20 V , would like to buy this as a backup, but no point if not compatible.

1.5Ah at 12V is not the same as 1.5Ah at 5V.
