I know this doesn't help you determine if the rewards would go through if someone is using eBay $ for their full purchase... I guess I could have tested it for you before using my eBay bucks, but they are gone now.

I just asked the team, and here are the vast majority of reasons why rebates were declined, but I dont readily have access to the reports for rebates paid out but ill try and dig in there. I will say that the rebate team does respond to virtually all the tickets (its a ticketing system, so they are measured on their ability to respond/close tickets).
1. Users rebates became ineligible because they double dipped (whether intentionally or not) because they used another cashback site or similar. The merchant will not pay out both cashback and a rebate. Merchants are able to tell us if this happens and why they dont pay out.
2. Users made orders outside of the eligibility window. (people trying to claim credit for a rebate they already purchased before, or after the window - which is actually fraud.) Merchants are able to tell us when orders are placed and whether they are eligible.
3. Our rebate support staff then reaches out to users who have disputes and asks them for receipts/order numbers and many of those users do not respond with a receipt/order number and the tickets stay outstanding because they do not respond to them and we have no way of correlating a purchase without them.
That isnt to say sometimes there are mistakes in processing, but given proof we've paid out assuming everything else looks okay. Mostly the only reasons we dont pay out are because of those circumstances listed above.
But more importantly, the rewards program automates all of this, and the only reason why a user wouldnt get cashback is if they blocked/broke the affiliate links, or they used a competitor which took the cashback instead.
They also noted that some of your rebates were declined because they were outside of the eligibility window (purchase not made during a valid offer timespan) - a very valid reason for declining a rebate, or because another website got attribution, ie a competing cashback site or similar, where merchants will not pay out both a rebate and cashback (what they consider double dipping).
I will have them reach out to you again to resolve any outstanding issues and follow up to re-request order numbers, but there's nothing they can do to help without that information.
Please note that merchants will not pay out rebates for the scenarios where purchases were made outside of the eligibility window, or another competing affiliate got attribution, as merchants view that as double dipping, and it was clearly noted in the rebate instructions to avoid using other parties links, toolbars, etc. If slickdeals doesnt get attribution, we dont get the money to pay out the rebate.
That being said, I'm sure the team will do their best to try and resolve any outstanding issues or at least give you more information if you respond to those requests. I've made sure the team is hyperaware of your issue. If there were technical issues or extenuating circumstances I'm sure we can resolve it for you.
