You probably need to be registered to to receive exclusive promotions and member benefits from Costco via email.
- press on the "Sign in / Register" link on the homepage.
- once logged in to "My Account" navigate to "My Preferences"
- check the box that reads: "I want to receive exclusive promotions and member benefits from Costco via email." and save preferences.
Not sure if this will work but I am trying it since I was not registered for their emails and didn't get the code yet.
Edit: Might be true for some, but I was enrolled in this already and I didn't get either of the promotions.

Costco Site now has this banner message:

It seems they are alerted.

To be eligible to receive them you need to log on to your account, go to preferences, and make sure you have email for promotions enabled.
So yes, slickdeal for anyone who got lucky enough to get a code. And yes, if anyone has an extra I'd certainly be thankful.
