If I have a Get $5 W Cash rewards when you spend $20, does my OOP needs to be over $20 to earn WC? (or does MQ and/or WC redeemed count towards $20?)

MQ count towards the $20, but IVC (walgreens Qs) and WCR redemption do not.
If I buy 4 of the $4.99 Tide, can I use 3 x $5RR and 1 $3mq or no because the $5 is over $4.99?

Not about what they want to do, they have to. I'd complain about any store refusing.
Does Walgreens price match online and in-store prices?
Upon request, Walgreens stores will price match to Walgreens.com regular price. Online sale/promotional offers, pricing resulting from a typographical error, previous days pricing, contact lenses, photo, pharmacy, and health services are excluded. Item must be identical in brand name, description, size, weight, color, quantity, and model number. If item is out of stock at the store, no rain checks will be issued for a price match. A Walgreens team member will validate price. Screen shots or printouts will not be accepted as proof of price. Price match is limited to one transaction per customer per day. Stores reserve the right to limit the amount of price adjustments made in a single transaction. Price match requirements subject to change.
Is there wifi access in the stores? Can the staff look up the dot com price on the register? How do you show them the dot com price to do a PM?
We didn't have Wags until they took over RA stores in my area. The store staff might be the same as when they were RA. I can just see it... I haven't been in the store since they converted and on my first visit I ask for a PM to dot com.

I still haven't done it! I do store pick up for most purchases, and use my RR in store to buy items that are the same price in store and online, usually stuff from the ad.

Side note: wags disabled the icy hot $4 coupon from working in store.

But when I read the T&C of the program it says:
Walgreens Cash rewards for in-store purchases will be awarded to the Member's account 3-5 days after purchase.
I couldn't find an effective date nor an expiration date on the Dashboard. Are the CR available immediately? Do they expire?
Home> Your Acount > Profile > Disclaimers
Walgreens Cash rewards good on future purchases. Only includes Walgreens branded products. Complete details at myWalgreens.com
Seriously? You can only use CR on Walgreens branded products? I can't use my 98¢ on a package of Skittles?
TYVM.
