This looks like a pretty sweet little machine. i7-8700t, 6 core / 12 thread, 35w 2.4Ghz / Turbo 4Ghz,
per Dell, M.2 NVMe, HDD, HDD hybrid or Optane were the storage cases, so it's possible this is NVMe,
dual SODIMM RAM slots (max 32GB), front USB type C 3.1 Gen 2 port, dual display port.
If you want a budget refurb system from a quasi-disreputable company there are much better deals out there. I won't link to those sites because they're much like tigerdirect in reputation.
10,700 passmark score. Being that it's a 35w CPU, this would make for a great Plex server if it could accommodate a 3.5" HD...
If by "accommodate a 3.5" HDD" you mean duct taped to the outside with an extension cable, sure, why not. This is a NUC sized box and it has just enough room to shoe horn in a 2.5" HDD. But from the service manual[dell.com] it looks like it could fit both an M.2 2280 and a 2.5" SSD or HDD. It appears to have separate headers for each, and a quick search of the dell forums makes it looks like it'll work with both at the same time. It looks like the 256GB SSD might be an M.2 SATA (not PCI NVMe). Also FWIW, neither the RAM or the CPU are soldered.
I'm tempted to pick one up to replace the Thinkpad T470 I'm using for as my Reaper DAW (which generally runs great with a 7th gen dual core i5, 32GB RAM, 1TB Samsung 970 Evo NVMe). Reaper would love the extra cores and I'd like the ability to have dual internal drives (though a full desktop with even more drive connectivity would probably make more sense). 35w would be great too for lower heat and fan noise.
The price is now up to 529, but that's still at least 70 cheaper than I can find it anywhere else, so I say it's a still slick deal if it meets your needs.
FYI, Most of the referb Dell, HP, Lenovo, etc desktop systems in this price range are still 4th Gen Intel cpus, so no M.2 NVMe, USB 3.1 gen 2, etc, and a lot less efficient.

Got a Lenovo m72e micro for less then $100. Probably not as strong spec wise, but same nice form factor used from an asset disposal org called memory4memory.

I couldn't be bothered to research whether or not it could, but I suspected as much.
Wouldn't work for my needs (I'm not in the market ATM anyway), but I still think it's a pretty good deal.
I'm a big fan of T processors and this form factor. I did some vetting of refreshes we are doing at work and the 10500t was actually extremely similar to the 8700t, with the benefit of being newer. I say "benefit" given the inherent susceptibility in "older" processors. That said I think the 8700t had a slightly higher turbo, and I think the last t series to be "susceptible" to the big two recent ones was Kaby lake (7th gen), and I think all that stuff is OS patched anyways.

Less memory is an obvious downside, but 8gb would've been enough for most of our users and this current place is a small shop to where I don't let the memory amount in upgradable PCs concern me as it's easy to touch all the PCs within a few days. Shipping to remote users it is definitely an added benefit though.
i5 10th gen should be close to an i7-8th gen I believe. I mean there is of course half the RAM in the newer Intel processor desktop but CPU wise, should be similar performance.

No idea what drive this will come with, especially since it's a refurb. However my Dell 7060 MFF has a M.2 NVMe drive installed, not sure if M.2 SATA works.
I wish it has thunderbolt support, but I have no need for it. For those curious Dell also have these MFF with non-T processors, but they have different motherboard and heatsink/fan.
We used these at my workplace as mini desktop replacements and even "portable servers" that we'd use for small offices as you can load up to 64GB of memory and you could shove an additional 2.5" SSD in for storage. We had these running as security camera servers in several offices and they were perfect little workhorse devices. These are a fantastic alternative if you're looking for a Intel NUC that's pre-built. If a small form factor is what you're after, I can highly recommend these.
Also a good thing to be aware of, these are compatible with other Dell 130W power adapters (think XPS/Precision 15") incase you need to replace the barrel jack power supply unit.
Can't just look at i5 vs i7. Both are 6 cores 12 threads. Both processors seem to be on par and they both look to have the same UHD 630 for graphics. The only reason why maybe you'd want to go with the 3080 is if you wanted the option to upgrade to an i7-10700T which is 8 cores.
However, looking at ebay this price seems like you can get this same level of hardware on ebay. This one is $10 cheaper and maybe comes with more warranty? It offers 1yr. https://www.ebay.com/itm/-/154309791799
