Checked my Xfinity account today under the "change plan" tab and saw an offer for 400 mbps for $30 a month with automatic payments and paperless billing enabled.
1. Log in to your Xfinity internet account
2. Click "change plan" tab at the top of the homepage
3. Click "View All Offers" in the next screen
4. On the offers page, uncheck "TV" or any other services in the "Build Your Package" section
Also available, 600 Mbps for $40 a month with automatic payments and paperless billing enabled.
Regular rate for the 400 mbps plan is $80.00/mo. Set a reminder for 11 months from now to check for new offers.

Xfinity will not charge you twice or charge cancellation fee when you sign up for a new contract term. The next bill may be a bit wonky dollar amount wise, but that's because of the prorated bill for partial month.

The only offer for me is 50mbit for $69.99 or local TV + 100mb for $65, both on contract. I'm currently on 100mbit for $49. I could even cancel and sign-up on a new name for less. These offers are straight-up scams.
Every year I call to 'cancel' and ask for the same deal again. This is what it looks like when you have no competition.
