Found the USB charger at Lowes for $6.24 normally $25. Zip was 60614. Brickseek showing $9.99 at other stores in the area and others full price so YMMV.
Tested it as soon as I got home and it works pretty well. With 1 bar on an a 4 amp battery, it charged my phone and ipad fully and quickly both at around 30%.

$25 is a ridiculous price.
I wouldn't spend on this attachment. You're better off spending the money on a Slick Deal on an actual power bank if you want a good charger. While I get that it fits your existing battery, it's still a big attachment you have to carry around and it's larger than a Power Bank. Would only be somewhat useful if it could be used with a drill attached (doesn't have to be removed). Plus, it's not native to 5V and therefore would need to be regulated way down.
I have at least one store with it at $10, but I'll pass. Not the Slickest Device. Not the Slickest deal. Even though I have the batteries, I'll take another $10 Mophie deal with USB-C first.
The Lowe's employee that was helping me though offered me a deal though as they just had someone try to steal 2 of the Ultimate Output Kobalt 24v 4ah batteries. They of course can't sell them without a package so his manager had told him to give them away so he had one left and told me if I bought the charger, he'd give it to me. So no clearance, but got a $70 battery free!
So out the door for around $40, I got a brand new battery, the light and the power source adapter!
