Depends on what style of show you like. DS9 is darker and deals with more complex themes. There's not always a clear right and wrong, and it often strays from the idealized world that TOS and TNG portrayed. Voyager attempted - and often succeeded - at recapturing the spirit of exploring the unknown. But in my opinion, Voyager stumbles more often than the other series. Enterprise gets a bad rap. It had some issues in its first two seasons, and with its finale, but there's a lot of really great Trek throughout the show. Especially seasons 3 & 4.
My vote is DS9. While TNG is my favorite Star Trek series, I believe DS9 is the best Star Trek series to date. It really has a more epic feel as already mentioned. Great storytelling and acting all around. If the darker tone of DS9 isn't your cup of tea, I'd go with Enterprise before Voyager. Not that Voyager's bad, but for me it just never clicked in the ways all of these other series did.

Depends on what style of show you like. DS9 is darker and deals with more complex themes. DS9 = Epic. Enterprise for some reason grows on me after 2nd and 3rd viewing. I think when they came out, weekly viewing made it super boring.
Spot-on. DS9 was my favorite of the TV lot. And after rewatching Enterprise this past year, I think it has aged very well...and I (many of us) judged it unfairly 20 years ago. It's great TV Trek, overall...words better than Discovery. ENT is probably my 3rd favorite Trek show now.
