Promotion details
The Promotion starts at 4:00AM PT on May 17th, 2021 and ends at 11:59PM PT on May 19th, 2021 (the "Promotion Period"). The Promotion applies to any qualifying items purchased during the Promotion Period that meet the minimum purchase requirement. You must activate the offer to qualify.

I recall when they had 20%~25% off or $15 off a $75 purchase!!!!

First, Paypal was offered as an easy way for people to pay back in the day since PayPal handled electronic payments and offered an alternative to mailed payments, and meant it was something eBay could avoid dealing with when it came to electronic payment processing.
Then, they bought PayPal and pushed for it's use more and made it difficult to use mailed payments (money orders, checks, etc).
And finally, they still own PayPal but are trying to distance themselves from it because if they process their own payments, they get to keep more of the fees as revenues.
