The price increases at last step of checkout with direct payment or paypal. Wasted time, moving on.

shipping was not my problem. Price increased to the pre-discount price which ended up increasing the shopping cart ~50% in the last step, while the clearance 50% seemed to apply. Multiple browsers/computers... multiple payment types.
