Corn starch is modified by pre-cooking it. If you make apple pie filling with corn starch, you have made modified corn starch. Food manufacturers use modified corn starch because the production line moves too fast to wait for the starch to set, so it is advantageous to use a pre-cooked product.
Ingredients for Honey Nut Cheerios original states "modified corn starch" not corn starch.
