If you are not a national of an EU or Schengen area country, the EU entry ban applies to you. You can only travel to the Netherlands if you fall into one of the exemption categories for the travel ban.In most cases, you must self-quarantine for 10 days upon arriving in the Netherlands You can apply for a short-stay visa if your trip is essential. You can do this at a Dutch embassy or consulate or at an external service provider (ESP). A number of conditions apply:

Sounds like a lot of hassle to travel overseas for this summer. Maybe, hopefully Fall is less restrictive all around. It IS nice to see travel deals starting to show up again.

It is unlikely eu will open to US passport holders very soon. Maybe by Sept. Very maybe Aug. Since ticket is unchangeable you take a chance.
