I don't see negative reviews for faulty equipment. Actually, this has great reviews and has been on Amazon since last November.
I believe lightning receptacle is a female lighting port.
I am fairly confident (but not 100%) that it is not possible to mfi certify a usb charger alone. It simply wouldn't be able to be certified unless connected to a phone (through a lightning cable) in which case the charger is now a component in an overall solution and cannot be certified by itself.
