I'm not familiar with this 'new' type of cooler, but the 'old' type of swamp cooler primarily worked well in desert, and semi arid climates the concept is simply a fan blowing over a pool of water adding moisture and reducing the room temperature simultaneously, in the southwest I don't think mold or smelly water was an issue because there is fresh water introduced as it would evaporate this would be an issue but in places like coastal regions it would but of course conventional a/c systems replaced these old fashion coolers.

If it's in daily use it should probably be fine, It's just a fan with a foam mesh behind it and a recirculating pump that pumps water through the foam mesh. You are using up the water and it stays in motion so it should help prevent mold growth. But if it is idle for longer periods of time you'll probably want to prepare it for storage by draining the system and running it dry to remove moisture from the mesh.
Can probably also just remove the mesh and submerge it in some water with a bit of bleach or vinager.

It should blow more air. It also cools better because the purpose is not evaporation rather cooling.
However it only works with very low humidity. Like in the Desert and even then better to buy one that mounts in a window. It will mess up an AC unit if you try to use it with AC.
It might give some cool air outside on a warm dry day. Far cooler than just a fan.
You can not just use it day after day without mildew. Drain all the water after each use.
i have this one and it's a beast. while it's true that these are less efficient in humid climates, i use it along with air conditioning because it makes the air less irritable since it's not as dry, while also dropping the temperature by a few degrees. air conditioners become less and less efficient / effective as they deplete the intake humidity. introducing humidity with an evap allows the air conditioning to cool a few degrees cooler, plus a bit of cooling from the evap, plus solving the dry air problem.

Not sure if you're talking about the early cooling of car's which was a device that would clip onto the passenger window it looks like a jet engine it would capture outside air and circulate it into the car.

I mean, you can get a real window AC much cheaper that will actually cool your air and take humidity out, rather than adding more.
