I was getting "you're not eligible" so I deleted my Discover card from "My Payments", added it back then registered to Pay with Cashback Bonus. Now I see the "Activate promotion" button but clicking it gives "Sorry! We were not able to activate this promo code or apply your points. Please try again." I guess I'll periodically click the button until it works.

FWIW, I got 40% off max $20 today with the OP's URL. This is after having previously used the $10 off, and the 40% Prime offer. At least 5 accounts I was allowed to reactivate today and got 40% for all of them.
