Don't they activate when customers buy it at the register? How can it be used before it's activated?

I can attest to this. I bought several GC at a target store. When I went home to load them onto my apple account, I says they were already redeemed. The cards were redeemed by the scammers about 6-9 minutes after I bought it. Needless to say, the cards were compromised. Target refused to refund. Apple also refused to refund me.
Looking back, I should have inspected the cards well and should not have gotten less than perfect looking GC. The ones that were compromised looked ok but had a few smudges on the sticker area. I will not buy any physical GC anymore from a store. Online is the way to go.

I had this happen to me at Target with AT&T prepaid phone cards (so suspicious it's always TARGET having these problems) and like others here have attested, Target refused to refund any of my money and AT&T was no help either.
The (smarmy) Target.com Supervisor told me:
1). Redeem all GC's & prepaid cards ASAP (as in within seconds), applying them to your account to keep them safe;
2). That scammers get the codes with these scripts (also sold online) that continually test random number sequences in the format of the particular GC/PP Card, grabbing them as soon as they're activated. There's a slight lag between the generation of the random number sequence and the activation test (unless your card # is unlucky enough to be saved in a scammer's database and is continually being tested) and the legit consumer must redeem/apply the cards during this window of time.
IMHO this could possibly be an excellent opportunity for a 🚀 growth biz meeting this security need. The demand is only growing as the risks and harm increase exponentially. The market is wide open for a range of solutions from the bold, such as offering consumer insurance for buying prepaid cards, to the subtle, such as creating a website that tracks prepaid card fraud and can show consumers which retailers have significant issues (such as Target).
(If anyone wants to discuss this more, I have a lot of ideas. Buying a prepaid card only to find out it's worthless and you're out all the money is a crap-fest like no other and I'd love to create some speed bumps if not a stop sign on this particular scamway.)
