I am skeptical that Amazon will give you a $70 credit on July 3 when part of the order that takes you over $600 doesn't deliver until July 14-20. I will probably still order the item, but not going to assume that counts toward the $600.

Luckily, everything I ordered today I opted for No-Rush shipping and everything is still in stock.
Cancelled all my orders which were > $300 and re-ordered through the app.

Thankfully when I cancelled, all of the various promotional credits I initially used in the previous orders were returned to my account and could apply again to the new orders!

If that is the case, they they should not send out the credit before delivered and pass 30 days return period.

but ripper82 is right…. You wouldn't include the credit IF it was a straight discount/cash back. But this is a credit meaning you'd have to buy something (unless you sell the credit somehow. I think an apology is warranted

Yes my second Oder is exactly $15 + tax and I use that $15 credit to cover that fully.

My total out of pocket is still $200 + tax and NOT $215

yeah exactly. You paid 200 out of pocket to get 215 worth of goods. Therefore you paid 93% of the value of the goods, or 7% discount as ripper correctly calculated.
