You'd still have to cycle, but transferring substrate, filters and decorations would greatly accelerate the process. I wouldn't bother moving the water. Just monitor and test daily.
You should be able to use the coupon on top of the sales price too.
Start with school of one small fish like Guppies, Mollies or Tetras. Do not have more than 6 in a 10 gallon tank. I would not take any tank smaller than 10 otherwise you will have to change water more regularly and make sure you cycle your tank before adding fish. I recently bought eggs of killifish from eBay and hatched a batch. It was interesting to watch the growth process. You can try too but be prepared to feed the fry live food like brine shrimps which is a process in itself. You can also checkout aquarium co-op channel on YouTube. Learnt a lot from there.
I've kept otos and they prefer high population.
Other nano species like scarlet badis can take over massive areas.
