It is a 14" Laptop; where do you see the numeric keypad in the first place?
3500U is based on Zen + architecture and using 12nm process whereas 5300U is based on Zen 2+ 7nm node, which is a tweaked version of Zen 2 used in Ryzen 4000 mobile processors. It has 12% to 15% single threaded performance and around 10% multi-threaded performance advantage over 3500U but consumes less power due to 7nm node.
Also, you will be surprised to know that AMD Vega 6 iGPU on this Processor actually performs better than the Vega 8 in Ryzen 5 3500U, due to higher clockspeed for the GPU die and faster 3200 MHz DDR4 memory. Ryzen 3000U series only supports 2400 MHz DDR4.

There are likely not many direct comparisons...but it should be safe to say the Ryzen 3 5300u would be the victor.

In this case....the Older Ryzen 3 4300u generally beats the Ryzen 7 3700u, which is clearly superior to the 3500u you are talking about.

The 5300u is clearly better than the 4300u...if nothing else the Cache is 50% greater.

And of course, the efficiency is much greater.

I would get the 2x2 wifi, although I don't know if HP is so cheap as to leave out the extra antenna if you decide to swap out to an intel 2x2 card.
