If you have Paypal Key you can get this to work as a Mastercard Debit funded by the Discover. Opens up lots of opportunities.

Log in to your PayPal account and create the PayPal key. Set the Discover card as the payment method for it. You will have a new "virtual" card number, expiration date, and security code that you enter in just like any other credit/debit.
As previously mentioned, this awesome with PayPal Key linked to your Discover card. You can treat it like a debit card to avoid a lot of fees, and use at places that don't normally accept PayPal (like Amazon), allowing you to get the 5% bonus on the Discover

So he doesn't get nailed with an underpayment penalty. Usually applies to people that own their own businesses or those that are uncertain as to how much they will earn during the year (that don't have taxes taken out up front). The underpayment penalty is 10% of the liability, and they are pretty stingy on it (I believe the threshold is, or used to be, 90% meaning that you had to at least remit 90% of your tax liability during the year.

He also could have large capital gains that wouldn't be taxed until tax filing time. Again, it's his responsibility to make the payment during the tax year that it was earned in, so they won't accept ignorance as a defense. Lots a different scenarios to cause this.
If someone owes $5k in taxes but only pays $4k, does the 10% penalty apply to the entire $5k or just the $1k that was underpaid?

Seems to be federal taxes [frequentmiler.com]. I was speaking of property taxes. Not sure if it's vendor-specific.
That's what I thought as of this morning until my property tax payment site indicated "declined" except the decline wasn't by Discover.

Discover rep indicated what what was on Disco website. Discover did get the authorization and approved it but Paypal immediately posted a credit authorization.

Please post results if you try paying property tax with it. Interested to see if it just my Paypal key.

If you owe less than 1k there's no penalty.

Also look at the 90% rule and safe harbor conditions.

Not planning on paying for another 3 weeks or so. No interest in letting the tax man have my money a day sooner than needed!

No, I decided against it. I don't want PP to have that info on me, for no good reason. They don't explain very well why they want it, so...no. Just no.
So strange, it never asked me for the info. Did you try to link a bank account? I just linked my Discover Card to the PayPal Key, it didn't ask for my DOB or SSN at all.

political stance aside, most people on slickdeals would make purchases from satan's butthole if it's a good deal

Discover doubles the regular and bonus categories on the first anniversary you have their card.

Translation: I get 5%+5% on this quarterly offer.

I have a bank account linked to PP, it has been since I started with them. Later, I linked a Citi Double Cash card and the Discover card to my PP account. So they are available as a source of funding for PP purchases and work fine for that. However, PP has been wanting my SS# and DOB for years now, and I never gave it to them. Since I've had the account for around 20 years now, they've given up on asking for it, until I tried to add this "key" to the account. They want the last 4 digits of my SSN now, and my date of birth. I have no idea why but I don't want to give them information they have no good reason to have. I've been with them enough years that that shouldn't be necessary. I'd rather do without the key, I don't really have to have it - would have been nice to get an extra bonus but I would rather do without than give them more info.

Thanks for that! I use Plastiq to make my mortgage payment. I use a 2% cashback card, so it costs me a few bucks over their fee. Just added the PayPal Key MC as a payment card and used it to schedule my Aug. payment,
That was last year's case. It doesn't work anymore/
