Everything you said is true however most i5's are now 6 core instead of 4 so they might be just fine. Yes even more cores would be better for some heavy duty video editing but I just wanted to point out the bump in cores to 6 and virtual cores to 12 on this CPU.

Traditionally over the years, the i5 was 4/0 and the i7 was 4/4 (real/virtual cores)

Today, for example...

i5 10400: 6/12 (from 4/0)
i7 10700: 8/16 (from 4/4)

So the i5 10400 is fine for video editing. The i7 is slightly better of course with an extra 2/4 cores but not nearly as much as in years past.

If you're in the market for a system like this, take a look at your local secondary markets (fb marketplace etc). There are a lot of people who bought similar systems to pull GPUs out of, and are trying to make back whatever they can on the rest of the system. In my area there are a number of i5 11400 HP TG01 systems around, with the 8gb/256gb configuration for under $300. It's a good time to be looking for a desktop if you don't need a GPU.

Can this one used for photo/video editing by adding a new psu, 8g memory, a new ssd and a new graphic card? Basically is this one upgradable as a base with the CPI and motherboard?

You probably don't need a high end GPU for video editing, which also makes the new PSU unnecessary. The number of CPU cores, memory, and fast storage will all be more important. I'd say upgrading to at least 16GB and adding more SSD storage will be all you need to turn this rig into a decent video editing machine.

That said, an i7 or i9 would be better for video editing than this i5 and you may want to consider those CPUs depending on how serious you are about video editing.

If you're thinking about this and getting a graphics card I STRONGLY encourage you to look at card costs. It is difficult to get a current generation card and prices are through the roof due to COVID, demand, and supply chain issues. My $150 card from two years ago is now $350 (and I wish I was joking). A lot of people are buying powerful desktops, stripping the graphics cards, and selling them separately. It's a crazy graphics card economy right now!

Thanks for commenting! I just want to gpu can support two ips full max resolution 27" monitors. If the stock card works, I am set with gpu. I do have a gpu can take off from my current 10 yr old dell and add to this one if necessary.

Probably you can, provided that psu is standard, some manufactures have started to use non-standard psus. I would rather get Mac mini with 16GB, about same price.

Yes, look locally, they're crazy cheap! Some companies will even transfer the warranty. I know Dell will if you have the service tag number and the name and zip code of the original buyer. HP transfers, too.

For those asking about the PSU, it is proprietary, and not standard form factor. Upgrades are pretty limited on these, but an extra fan (with fan splitter) and vetroo v5 CPU cooler would be good for more intense workloads.

Possibly not. You would need a card because this only will do 4k at 30hz because of HDMI 1.4 and you can not do two as the second is VGA.
