Matt uses non-toxic cooling gel similar to that of the cooling mattresses for beds. Keeps the temperature lower than the ambient temperature around it and it draws out heat from the body, of the animal, or the person. After the mat has started to become near ambient temperature just leave it unused for 30 minutes or so and it'll cool back down similar to recharging itself except it doesn't take any batteries.
We have one. Had it for a few years now. Our GSD loves it.
Sometimes it gets bad reviews because some folks say it doesn't get cool. It's not going to help just sitting outside. We keep it in the fridge and it gets nice and chilly, then take it out after a walk on a warm day. He almost dives on it when I get it out.
To be fair, friends have one and their golden just chewed it and it got gross and jelly.

You can't fool us dog! Hand your hoomans phone back to them. Still you're a very good boy/girl for wanting to get them something
But possibly a cool deal?
Agreed - you can also usually find them at Ollie's, Gabe's, TJ Maxx, etc for 15-20 dollars.
