That guy tried to judge the whole performance of those two processors by GeekBench score alone which it literally the worst way of comparing. GeekBench typically favor Intel CPUs andut runs for a very short time, resulting CPU with higher turbo boost which it can retain for extremely short time, getting higher score. In rrality, 5500ubis on average 12% slower in single threaded but over 40% more powerful in any multi threaed tasks. Also, you will have a far snappier system overall. It even beats i5-1135G7 and i7-1165G7 in all muti threaed workloads. Plus the iGPU performance is better than the UHD Graphics in i3-1125G4. Remember, this i3 doesn't have IRIS XE graphics but a UHD iGPU which is slightly faster than age old UHD 620 and a lot slower than Vega 7 in 5500u. Check an actual review below to see how this cpu performing https://www.notebookcheck.net/Lenovo-ThinkPad-E14-G3-AMD-Laptop-Review-Affordable-Business-Notebook-with-Ryzen-Power.551070.0.html
Ram is 100 percent upgradable. For HP or Dell laptop, just look up maintenance manual.

Regarding the question whether the display is IPS or not, let me answer it. This Laptop belongs to 15z-ef2000 series. If you go to HP website and try to customize it, you can see that both the 1080p Options are IPS, one with Touch and one without touch. There is no non-IPS 1080p option.

Honest question. If you had to pick between a Dell and HP with identical specs which would be the better choice? I'm trying to find a decent laptop for my mother in law. Seems like a decent processor, 8gb ram, and 256 ssd is somewhat avail. Wouldn't mind 16 GB 512gb ssd combo but those seem like a large jump for some reason. Like an extra $200. Intel or amd doesn't matter too much but battery life for her might be more prevalent than it would me.

It's showing 399.00 for me (cheaper than OPs title).
Edit- OP corrected price.

Where are you seeing IPS? Not mentioned on the HP spec site: https://support.hp.com/rs-en/document/c07645145

In my experience, I'd chose Dell. Have 2 Dell laptops still running strong, and 2 (newer) HP laptops, one totally booked, the other on its last legs.

Of course, maybe newer stuff isn't built as well, maybe just got Friday afternoon special on HP, who knows...

edit: all that said, assumes same price for same specs. Not sure you can find a Dell with these specs near this price, SO...

Depends upon which series you are buying. Otherwise, it will be a too generic statement. For example, this particular series is equivalent to Dell's Inspiron 3000 lineup and between these two, I will pickup HP. Now, if you move to higher tier of both the companies, the answer may vary.

The lack of information/specs. on Walmart's website drives me nuts. We are looking for a new laptop for our son who is heading off to college in a couple weeks. We are looking for something pretty specific and Walmart makes it tough when they don't list all the details.
touchscreen, backlit keyboard, etc.

That's kind of how I feel too. I usually build my own computers but haven't in 3 or 4 yrs so I'm kind of outta the corporate world built stuff. Just figured Dell might be the way to go. Possibly lesser of the evils. I'm not real familiar with laptop builds.
