About 2 years ago I bought a laptop with a i5-1035g4 which supports 4k out through USB-C but the manufacturer didn't wire it up for that capability.

It should not work through the type C at all. You are correct a bit of a change in the wiring and it could. I do not understand why so many of these are wired up so as to not properly support the processor.
