Bot a refurb of this for a little less months ago and happy with it. 75hz IPS, colors and brightness are ok for office work and occasional gaming. Good deal for the price. You'll need to spend more for more features obviously but you'll be hard pressed to pay less for the same features.

Had one of these for a while and very happy with it. No weird viewing angels, seemed plenty bright (I block out the sun shine). Only issue was to get to 75hz I had to use DP. Had all the cables, so I have not tried HDMI since.

The one you linked is only 1080 and that's way too low for this size. Def need at least 1440 for 32"
