Can I build an ebike with these... is it even safe?
Using non-rechargeable batteries probably isn't the most economical. Buy some 18650 cells and have at it.
Edit: didn't find any at 2 stores that said in-stock online (BS and Target's website). Neither on the end caps, checkout, nor in the electronics section. There was a tag for it at the first store, but the second had no signs of any.

These truly haven't leaked, since moving to Texas a decade ago haven't found a single alkaline except for 9 volts that have not leaked. Lost remotes, mice and almost a front door lock. These are the only batteries I use now because of the others leaking so much

Energizer, and I believe Duracell as well, have a leak guarantee program where they'll reimburse you if their alkalines leak. Also, white vinegar on a q-tip does wonders for cleaning alkaline leaks.
