Ok. I get what you're saying but when "they pay lip service to their concerns but do nothing to actually address them" why do people still vote for them?

A whole segment of our culture has been conditioned with handouts for decades, designed to keep them largely placated. Their ire is directed to false boogeymen when their leaders tell them who is keeping them oppressed. Then there's generational pressure to act according to cultural expectations.
