Secondly for most people interested in a Target thread, Target gift card is essentially the equivalent of digital cash to them. The same way Amazon credit is the same as cash for most. Hell even a Starbucks gift card is like digital cash to those who goes every other day. Since using the gift card means your money stays in the bank, money saved is just as good as money earned.

For a different perspective, and to help others, it is a good deal in terms of item cost, but I'd go through maybe a box a year;So 6 boxes would last 6 years. And I don't want to pay $5 (after gift cards) just to hold onto qtips for 6 years.

A gift card is not cash back.
Retailers do gift cards promotions because some people are stupid like OP and can't do the math right so they think they are getting a better deal than they actually are.
THE CORRECT MATH
$3.39 x 6 packs = $20.34
$3.39 x 4 packs = $13.56 - $13.56 Gift Card = $0
$20.34 / (6 packs + 4 packs) = $2.03 each pack & $1.44 cents left on GC
This is all before tax.
Who said we anyone was buying 10 packages? And if anyone did wouldn't they get another $5 gift card for buy 3 get $5gc? A gift card is only different from cash back in that it has to be used at Target. A $5 gift is the same as a $5 bill at Target. So if you ever buy anything from Target again in your life they can be considered equal.
