Alcohol will absorb water. There is an advantage to having a little water in it as it will reduce the evaporation rate so the alcohol will be in contact with the germs and/or viruses longer and more likely kill them. But you can just as easily add your own water and it will mix in just fine.

Most sanitizers, including bleach, require to be in contact with a service for 10 minutes to effectively kill germs and viruses. Read your bottle instructions. Hardly anyone keeps the surface wet long enough.

91% is what's you want not 70 with a lot of water. Great fro cleaning heads or electronics

Drinking rubbing alcohol can lead to blindness. It's different than the kind in drinks. One is called isopropyl alcohol which is used in rubbing alcohol hand sanitizer and also car antifreeze the other type of alcohol is called ethanol this is what you would use to drink at a bar

Isopropanol is toxic but is not associated with blindness. That's methanol.
