Bought this last week. It's not meant to be a full-blast cooler. Fans run pleasantly quiet. If you need a little something, these are nice. Very light weight. thin metal top, plastic base, USB powered with on/off switch.
I've got this on a MSI GS66 that runs cool naturally (didn't need a re-paste out of the box) but still drops the temps a few degrees with no real load and keeps it honest when under load.

Every test I have ever seen indicates that these things will perhaps reduce fan speed on your laptop's own cooling fans a bit, but they are not effective in actually reducing temperatures. I have a more expensive one and wondered why it didn't seem to help, which was why I did the research. In my case it's still useful for one specific reason. I got a pretty nasty burn when I fell asleep with my gaming laptop in my lap. It doesn't keep it any cooler, but it keeps it off of my legs. 🤷 ♂️
These were pretty cheap on Prime day so if you can wait they will probably go on sale again.
The upper surface is made cheaply so it made think it's a design issue and not an issue with the particular unit.
When it comes to functionality, yes, the unit seemed to bring down the cpu temperatures by 2 to 3 degrees.

Personally, I notice that it keeps my laptop's fan running at minimum speed for most of the workday. Without my laptop cooler, the fan would rarely run at minimum speed. My laptop does have intake vents at the bottom, so that definitely helps. I like to think the air that the cooler is blowing against the intake area lowers air pressure so that the fan can move more heat. I'm no physicist, so I could be totally wrong, but my anecdotal comment is that it helps in my situation.
