Yes, it can.
I am told by customer care rep that it is billed every month but will be charged $0 as I have already paid for 12 months.

10 days ago, my 2 month old 12-month plan ran out of data 10 days before the "renewal" date. Logically, I decided to add 1 GB of data and I selected the big blue button labeled "Renew Now - $10 +taxes". I had just enough Tello dollars to cover it and I suddenly had 1 GB of data available to me. I noticed that it said that my account was set to renew on October 20th, but I thought it was a glitch.
Today, the 1st of the month, when my plan used to renew, I checked the plan and it had not renewed, but states that it is set to renew on October 20th. I contacted support and they told me that I reset my renewal date when I did this and that it "Since you added more data you altered the promotion and the coupon was deactivated". I was shocked. I was further told "The annual plan can't be altered, as These are the rules for that kind of promotion." I think they are going to fix this since I was told "We can reactivate the coupon so you can use it". However, I thought that Tello was better than this. I do the same kind of thing with Red Pocket on another line and it works like a charm. Tello's methods make no sense to me.
I looked at that blue button for "Renew Now" and I see that it has these details available if you hover of the information icon: "This option renews your current plan immediately - earlier than the original renewal date. The new billing cycle will start today, you will be charged now and the automatic renewal will be in 30 days. Any remaining balances will roll over automatically."
I am pretty sure that I will move to Red Pocket or Tracfone when I am done with this annual plan, which means now or with luck in summer 2022.

Interesting.
As an alternative you can get the 2GB/mo. 6 month plan for less than $40.
