The only issue you run into is that we may not see free lines for a while, and it's possible they could be limited to Magenta when they do come along.

Well aware and is a BIG reason we probably wouldn't give it up. And I wouldn't be making the switch just for free Apple TV+. Totally agree it's not worth it. But IF TMo did a 3rd line for free, data OR voice, I think we might switch to Magenta and get a wifi + cellular iPad. That might be worth losing the Kickback...
3rd line free is always for new customers and/or customers with one line only. Even if they offered it, you wouldn't be eligible. The last time they offered a completely free line that allowed a data line (instead of voice) and wasn't restricted to new customers/customers with only one line was 2017.

Not saying it can't happen, but I wouldn't bet on it.
