Our scenarios are almost identical. It's been more than 24 hours for me. But when I click on the link, it still refers to the first coupon and says " you already claimed this offer".
I tried adding items of Amazon to my cart - no $15 applied.

I haven't gotten this so far, about the 2nd purchase. Still shows the first one.
"Claim your $15 coupon for First App purchase now! " -- even though it's been 30+ hours now. Oh well..
you're correct, i went back to the mobile browser page and it does specifically mention 2nd purchase.
I've tried the app on two devices, edge, chrome and yes I've tried various items over $25 shipped and sold by Amazon or Amazon llc.
