So I contacted Amazon support via chat and proceeded through a lengthy and aggravating exchange. The rep was making up stuff the whole time and trying to come up with any reason to deny me the promo. She had me add items to the cart several times so she could confirm on her end that it wasn't working. She eventually speculated that I wasn't eligible for the second discount and was going to leave it at that, at which point I accused Amazon of false advertising and deceptive marketing. That changed her attitude and she quickly issued me a $15 courtesy credit and said Amazon doesn't engage in such practices. So if you are willing to fight for it, you can get the second credit.
