External (USB connected) amp? There's a number to choose from, but I'll leave that to someone who's more informed.

If you have a desktop computer, an internal sound card with amp to drive headphones would be an option - Amazon warehouse deals has some of the SoundBlaster Ze models that still fall under the 20% off sale, bringing the price down to ~$60.

I use a JDS Amp+ (https://jdslabs.com/) and it's great, but you're looking at another $100 if you go this route.

I'm driving my 990s with a SMSL SAPII so I think anything really will drives these as my amp was fairly cheap.

I have the amp to drive them, but it's hard to have an open set of headphones at work. Are the closed backed ones worth it? Is the sound quality significantly worse than the open ones?

I'd take the 770s over the 990s any day of the week. Those have been on sale regularly here on SD as well.
