However, would a normal backpack be considered a carryon or do they only restrict carryons that need to go in an overhead bin?

It is, but $113 is an outright steal.
Also, I think you can use Chase Sapphire points on the Expedia website at 1.5x making it practically free.

Even the mainstream carriers have moved to a model with more tiers, with "basic" being mostly, less stuff for carryon, no preassigned seats, and limited change options. As soon as you start adding back that stuff (selecting a seat ahead of time, etc), the fares become very comparable to "main cabin".
Not that I'm against it all, just be aware of what you're buying.
