When I change the quantity to 3 it works for me, the multibuy discount is shown in checkout.

If they are truly one count as you state than the deal is for 3 brushes not 6.

just add single count tooth brush and goto check out. from there change quantity to 3 and you will see multi discount. 3 for $9.98 + tax

not a bad deal.
