Worth a shot to log in to your Discover card account and "chat" a rep. Four months ago, I came off a 12 month 0% APR on purchases and just got it again by asking. Of course TWO months ago I asked if there were any special APR rates and was told "no." Last chat was this:
Me: "Good morning, I was wondering if there were any special offers available on my card"
Rep: "Was there anything in particular you were looking for?"
Me: "Special APR for purchases or anything interesting?"
Rep: "I show you are eligible for 0% APR for the next 12 months, would you like me to apply that to your account?"
Me: Sure, thanks!

I don't think he is saying "Balance Transfer". This is 0% for purchases. You probably just need to make the minimum payment.

Usually the transfer fee is 2-3% of balance. Sometimes 0%, but usually there is a transfer fee. But in the case of purchase apr, this wouldn't matter.

If I was motivated I'd use this to "borrow" and invest in the market for a return, but I'm not in the habit of not paying off my cards in full every month and don't want to start now for a bit of profit, but if anyone is motivated it's a great chance.

You should use it in absolute necessity only. Depending on your balance that will affect your credit score a lot

With 0% APR on purchases, you still need to make a minimum payment each month, or you will be reported to credit bureaus about no payments.

Will it affect your credit score? It depends. It does affect your credit score with a high credit utilization on a card. Say the credit limit of your only credit card Discover is $5,000 and you are carrying a balance of $4,000 on 0% APR. That's 80% credit utilization here and it will negatively lower your credit score. If you have many other credit cards with decent credit limits, your overall credit utilization will be trifling then, and the impact to your credit score will be minimal.

Discover is my most useless credit card. For one thing, it offers no extended warranty on any purchase. Compare that to the 24 months provided by Costco Citicard Visa which could be worth over 10% of the purchase price. My AmEx Blue has a few more (mostly useless) offers but is another useless card. Amazon Prime Chase Visa is good for Amazon but not great elsewhere. So right now Citicard gets my vote and Discover rarely sees the light of day.

Regarding the affect on one's credit score, it will be different for everyone. I get this offer every year from Discover and basically treat it as a line of free credit, with anywhere from $0-20k charged on the card at any given time. Right now I'm at the upper end of that range on my Discover It card with a $43k limit and my FICO is an 828--up one point from exactly a year ago.

This is anecdotal, of course, but there's no reason to assume that this is going to drastically affect your credit score unless you're juggling other financial problems.
